OBESSU Position Paper on the Learners’ Perspective on the Osnabrück Declaration | Co-signed by the EAN

VET learners and apprentices are experts in their own education; yet, they remain the most underrepresented voices in the systems that shape their futures. Across Europe, VET continues to be treated as a second-choice pathway: underfunded, inaccessible, and designed without the people it is meant to serve. On the occasion of the publication of the Osnabrück Declaration, OBESSU calls on the European Commission and Member States to place learner rights, mental health, democratic representation, and genuine mobility at the heart of the new EU VET Strategy and to finally put VET on equal footing with academic education.
