Brief History

CNE Moldova was officially founded in 2013, initially as two separate structures – one for general education and one for vocational-technical education. As democracy and civic participation developed in the Republic of Moldova, students needed a unified platform to engage with decision-makers and influence educational policies.

Since its founding, CNE Moldova has had a steady evolution, growing from an advisory body into a strategic partner of the Ministry of Education and Research, and becoming an increasingly powerful voice for students across the country.

A significant milestone came with the adoption of the new Regulation through Order no. 1486/2023, which brought major changes: the two separate Councils were unified into a single structure starting with the 2024 mandate, the mandate of members was extended to two calendar years, and the methodological coordination of the Council was assigned to the National Agency for Youth Programs and Activities strengthening the continuity and long-term impact of the organisation.

Detailed information

The National Students’ Council of the Republic of Moldova is made up of 61 members, representatives delegated by the Regional Students’ Councils (district and municipal) and by the General Assembly of students’ representatives from vocational and technical education. A student may hold a maximum of two consecutive mandates, each lasting two calendar years.

The National Students’ Council of Moldova’s mission is to represent, promote and defend the interests and needs of all students from general and vocational-technical education institutions in the Republic of Moldova. CNE acts as a strategic partner of the Ministry of Education and Research, with a consultative role in the decision-making process on matters related to education, as well as in relation to Parliament, the Government and other national and international authorities.
The National Students’ Council represents all students of the Republic of Moldova, promoting their active participation in the decision-making process regarding national educational policies, oversight of the respect for students’ rights and the democratic development of student self-governance bodies. CNE operates on the principles of representativeness, independence, transparency, non-discrimination, participation, information and democracy, and is methodologically coordinated by the National Agency for Youth Programs and Activities.

  • Consulting students on all aspects of school life and representing their position within the working groups of central public authorities of speciality;
  • Elaborating and proposing public policy projects, programmes and initiatives with impact on students to the Ministry of Education and Research and other relevant structures;
  • Organising and co-organising seminars, conferences, debates, experience exchanges, competitions and camps among students;
  • Conducting opinion surveys on aspects of school life and the school community, with the presentation of the report on the state of the education system at General Assemblies;
  • Collaborating with similar structures for the participation of children and youth in the Republic of Moldova and abroad, as well as with non-commercial organisations.
